Can Mopidy connect to a remote mpd database in the manner explained here MPD doc ?
If not, how hard would it be to implement it as a backend plugin?

This isn’t supported. I assume someone could create a backend that works like that, though not sure how you would handle the audio output cleanly other than just having a stream from the remote one.
